Heilongjiang Province has China's largest natural forest area (Daxinganling, Xiaoxinganling and Zhangguangcailing, Laoyeling), with dense and luxuriant forests covering nearly half of the province's area. Due to the dense and luxuriant forest area, complex geographical environment, remote location and rugged roads, the key forest areas are mainly located deep in the mountains, which are relatively far from the municipal and county (district) forestry bureaus. 



The existing public communications infrastructure and wireless analog communications cannot fully meet the needs of modern forest fire prevention work in terms of network coverage and capacity, resulting in many challenges in the daily management of forestry and command of fire fighting. 

To better meet the needs of forest fire prevention and fire fighting, Heilongjiang forestry department together with BelFone designed a 3+3+3 digital UHF integrated solution for forest fire prevention based on the characteristics of forest fire prevention tasks and communication difficulties. This solution has built a provincial emergency communication service platform for forest fire prevention in Heilongjiang forestry. 



With the provincial command platform as the center, the county-level forest fire prevention command agencies as the backbone nodes, relying on the county-level analog UHF communication network as the basis, efforts are made to build a chain-type, three-dimensional emergency communication system combining air and ground, wired and wireless, fixed and mobile. Comprehensively and meticulously plan UHF base stations' frequency allocation and layout in Heilongjiang Province to improve communications coverage and delivery rate. To ensure that in the event of a forest fire, multiple means of communication can be used to ensure the smooth transmission of fire information, thereby minimizing the extent of forest fire damage. 




The 3+3+3 digital UHF integrated solution not only solves the communication link between the command center at all levels and the front fire site, but also builds a digital UHF communication network covering key large forest areas and remote mountainous areas and compatible with analog UHF communication for forest fire prevention. It has effectively realized the application of emergency communication and command functions such as transition from original network, to full network wide-area coverage, full collaborative communication, real-time and efficient command, information resource sharing, resource GIS control and task interaction. 



To ensure the safety of forest resources, enhance the organization and command ability and emergency disposal ability in response to fires, and ensure rapid, efficient and orderly emergency communication and dispatching of fires, BelFone Communications, in conjunction with the Heilongjiang Forestry Department, carried out comprehensive planning, step-by-step implementation and focused construction of the overall design and layout of the project. 

Cascading deployment and efficient scheduling 

1. Meet the needs of 3 kinds of applications: daily duty (personnel management, information statistics, data management, inspection management, real-time monitoring, etc.) and the ability to build joint firefighting operations quickly, remote cross-area support dispatching power. 

2. Provide 3 levels of command measures: efficient command (forestry base, fire front, firefighting teams), combination of level and combat, effective emergency response. 

3. Construction of a 3-layer network: forest backbone network (horizontal penetration/linkable and detachable/IP interconnection), front command network (rapid link building/mobile arrangement/highly resistant to destruction), and fire fighting network (vertical penetration/accompaniment protection/diverted operations). 



From point to point, one by one

(1) Construction of a provincial emergency communication service platform 

(2) Build a multi-level and multi-functional command and control platform. 

(3) Construct networked dispatch of more than 30 county-level analog UHF communication networks. 

(4) To build a digital communication relay network for the front of the key areas to ensure that command orders are passed to the "last mile". 

(5) Deploy nine aerial ranger digital communication command stations to interconnect aerial ranger aircraft with ground emergency communications.

The construction of this project will form the framework of the three-level forest fire command and dispatch network of the province, city, county (district, city) of Heilongjiang. It can ensure the communication of the whole province within the coverage of the system and establish multiple sub-networks by county (district, city) and forestry field, each sub-network can communicate separately and does not occupy the channel resources of other sub-networks, forming a large fire command and dispatch network of Heilongjiang forestry.
